XRP After Ripple's OCC Charter: What the Bank Approval Changes
On Oct. 26, 2026, Ripple received final approval from the Office of the Comptroller of the Currency (OCC) to open Ripple National Trust Bank. It is the most concrete US regulatory win the company has had. For XRP holders, though, the direct effect is narrower than the headlines suggest.
The charter governs how the reserves behind Ripple's RLUSD stablecoin are held and how Ripple can custody digital assets. It does not govern XRP itself. XRP traded around $1.29 on Oct. 26–27, near a 30-day low, as Ripple's Swell conference opened in New York.
This article covers what the bank can and cannot do, why the news is mostly an RLUSD story, a supply detail most coverage skips, and the price levels to watch this week.
What Ripple's OCC Charter Actually Allows
The approval ends a process that started when Ripple applied in July 2025. Conditional approval came on Dec. 12, 2025. Under the final charter, Ripple National Trust Bank can:
- hold and manage the segregated reserves backing RLUSD;
- act as collateral trustee for those reserves on behalf of RLUSD holders;
- offer fiduciary digital-asset custody to businesses.
The limits matter just as much. A national trust charter does not allow the bank to take deposits or make loans, so this is not a commercial bank. RLUSD will also still be issued by Standard Custody & Trust Company, which is regulated by the New York Department of Financial Services. The OCC charter adds federal supervision on top of that state oversight.
Ripple is not alone in holding one of these charters:
- BitGo received approval in December 2025.
- Circle received final approval in July 2026.
- Coinbase, Crypto.com and World Liberty Financial received conditional approvals during 2026.
The charters are not uncontested. Sen. Elizabeth Warren argues the OCC approvals violate the National Bank Act. The Digital Chamber counters that the charters cover only trust and fiduciary activities.
Does the Bank Approval Help XRP Directly?
Mostly indirectly. Every activity the charter covers concerns RLUSD reserves or custody. RLUSD is a dollar stablecoin with a reported market cap of about $2.5 billion, and it runs on both the XRP Ledger and Ethereum. Ripple also launched a product called 24/7 Returns, which lets eligible companies earn a return on RLUSD. Its release does not mention XRP.
The better reading is that the charter strengthens Ripple as a company: its credibility with banks, its stablecoin business and its custody revenue. Value reaches XRP only if that business pulls more payment and settlement activity onto the XRP Ledger. That chain has a few links, and none of them is automatic.
That gap helps explain why XRP did not rally on the news. The token fell about 17%, from $1.57 on Sept. 26 to around $1.29 by Oct. 26, while the approval was widely expected.
XRP Supply Check: 1 Billion Unlocked XRP Still Unmoved
Here is a detail most coverage of the charter leaves out. On Oct. 1, Ripple's monthly escrow released 1 billion XRP into two Ripple wallets, with 500 million in each. As of an Oct. 27 check of the XRP Ledger, neither wallet had sent any of it.
Another 500 million XRP per wallet unlocks on Nov. 1. By that weekend, about 2 billion unlocked XRP could sit in those two wallets.
Ripple usually returns most of each monthly release to new escrow contracts. What matters to the market is the share it keeps and, later, sells. Two things are worth tracking into November:
- whether either wallet starts sending coins;
- whether the October tranche goes back into escrow.
Movement from these wallets during Swell week would weigh more heavily on sentiment than the charter news.

XRP Price Levels to Watch During Swell Week
As of Oct. 26–27, XRP was trading between $1.27 and $1.31. Its moving averages sat above the price:
- 50-day average: about $1.36
- 200-day average: about $1.37–$1.38
Those averages form the first resistance band. Above them, the Oct. 21 high near $1.40 is the level that would show the market has started to price the charter in.
On the downside, the Oct. 24 low near $1.25 comes first, then $1.20. The 2026 trading range so far runs from about $0.99 to $2.65.
Three events overlap within a few days:
- Swell: Oct. 27–29, at The Shed in Manhattan. Ripple has not confirmed any product announcement.
- Fed decision: 2 p.m. ET on Oct. 28.
- Escrow unlock: Nov. 1.
Conferences often produce a "sell the news" reaction when no big announcement follows. A cautious view is that XRP needs a daily close above about $1.38 before the charter shows up in the price.
Trading XRP on WEEX: Spot vs. Perpetual Futures
XRP/USDT spot on WEEX means you own the token outright, with no liquidation and no funding payments. That suits holders waiting for the charter's slower business effects to play out.
The XRP/USDT perpetual futures contract adds leverage and a liquidation price. This week stacks a conference, a Fed decision and an escrow unlock within five days. In that setting, a 5% wick is ordinary for XRP, and at 10x it takes half your margin. Anyone using leverage should set the liquidation price below about $1.20, not just below the day's low.
What XRP Holders Should Take From the Charter
Ripple's OCC charter is a real regulatory milestone, and it makes Ripple one of the few crypto firms under federal bank supervision. It is still a charter for RLUSD reserves and custody, not a direct demand driver for XRP.
Through Nov. 1, the XRP price is more likely to follow the escrow wallets, the Fed and Swell headlines than the bank approval. You can track XRP spot and perpetual futures on WEEX as those catalysts land.
FAQ
1. What Did the OCC Approve for Ripple?
Final approval, on Oct. 26, 2026, to operate Ripple National Trust Bank. The bank can manage RLUSD reserves, act as collateral trustee for them and offer fiduciary digital-asset custody. It cannot take deposits or make loans.
2. Does Ripple's Bank Charter Make XRP a Regulated Asset?
No. The charter covers Ripple's trust activities, mainly RLUSD reserves and custody. It says nothing about XRP's legal status or how XRP trades.
3. Why Didn't XRP Rise on the OCC News?
Conditional approval had been in place since December 2025, so the final step was largely expected. The charter also mainly benefits RLUSD. In addition, about 1 billion unlocked XRP from the Oct. 1 escrow release had not moved as of Oct. 27, which keeps a supply question open.
4. When Is Ripple Swell 2026?
Oct. 27–29, 2026, at The Shed in Hudson Yards, New York.
