Non-Farm Payrolls Are Just the First Test, CPI and Yen Arbitrage Closing Are the Two Major Variables in September Market
On September 4, the U.S. August non-farm employment report is set to be released, with the market expecting an increase of about 56,000 jobs and an unemployment rate holding steady at 4.1%. However, against the backdrop of recent cooling employment data, what truly influences the Federal Reserve's policy judgment in September is not merely the employment growth, but whether the labor market shows a significant deterioration that could alter inflation assessments. Bank of America believes that unless non-farm payrolls are significantly below expectations, the employment data may not be sufficient to change interest rate pricing, and the CPI to be released on September 11 remains a more critical policy basis.
Currently, the U.S. labor market exhibits characteristics of "low hiring, low layoffs." The ADP reported only an increase of 38,000 jobs in the private sector for August, indicating weak hiring intentions among companies. However, initial jobless claims and the unemployment rate have not shown signs of uncontrolled deterioration. This means that even if non-farm payrolls fall short of expectations, the Federal Reserve may interpret it as a sign of economic cooling rather than a recession signal. More importantly, if labor supply itself contracts, a decline in job growth may not necessarily indicate a simultaneous collapse in corporate demand, which could allow wages and inflation to maintain a certain resilience. This is why a relatively weak non-farm report may not be enough to overturn current interest rate expectations.
What the market truly needs to focus on is how interest rate expectations are further transmitted through the dollar and global capital flows. Recently, expectations for interest rate hikes by the Bank of Japan have intensified, leading to a rapid rebound in the yen, with the dollar-yen exchange rate approaching the 155 mark. A large number of yen shorts and arbitrage trades are beginning to face closing pressure. If the yen continues to appreciate, arbitrage trades will be compressed, and the closing itself will further boost the yen, creating a self-reinforcing flow of funds. This indicates that the market risks in September stem not only from U.S. interest rates but also from the potential global capital reallocation triggered by Japan's monetary policy normalization.
Therefore, the core contradiction in September is becoming clearer: the U.S. labor market is cooling, but inflation may still limit the Federal Reserve's ability to loosen policy; Japan may strengthen the yen through interest rate hikes, further compressing global arbitrage funds. In this environment, if tonight's non-farm payrolls are only mildly weak, the market may find it difficult to escape the constraints of high interest rates solely based on employment data, and may instead need to wait for the CPI to confirm whether inflation is truly cooling. If the yen further breaks through 155 and triggers a larger-scale short covering, it could create a second transmission chain of volatility through foreign exchange, bonds, and risk assets. For global assets, what truly needs to be observed is not the non-farm numbers themselves, but how U.S. and Japanese monetary policies jointly alter dollar liquidity and global capital costs.
