Iran Cyberspace Council Sets Digital Finance Regulatory Framework

Seyed Mohammad Amin Aghamiri, secretary of the Supreme Council and head of Iran’s National Cyberspace Center, has issued a document setting out how new monetary and financial technologies will be implemented in the digital space, including rules for licensing, supervision and sector-level regulatory responsibility.

The document describes a broad digital-finance framework aimed at turning the country’s monetary and financial system into what it calls a secure, transparent, competitive and innovative ecosystem by the horizon of 1410. It covers payment services, banking, technology-based lending, insurance, credit scoring, wealth management and asset tokenization.

Regulatory responsibilities are split across several institutions. The Central Bank is assigned banking and payment technologies, technology-based lending and international payments. The Ministry of Economic Affairs and Finance is tasked with regulation related to collateral and digital credit scoring. The Securities and Exchange Organization is responsible for wealth management and asset tokenization, while the Central Insurance Organization will oversee insurance technologies.

The framework also assigns an oversight role to the Supreme Commission for Regulating Cyberspace, which will monitor how sector regulators perform. Alongside jurisdictional boundaries, the document emphasizes easier license issuance, lower legal ambiguity and the development of shared infrastructure, including digital identity verification.

At the same time, the framework makes clear that access to this ecosystem is conditional. It states that meeting security requirements and anti-money-laundering obligations is a prerequisite for operating in the covered sectors. The announcement did not specify a rollout schedule, detailed enforcement mechanics or product-level rules for tokenized assets and other digital financial services.

Why It Matters

This is a notable policy signal because it moves digital finance closer to a defined regulatory map rather than leaving oversight fragmented across institutions. For firms working in payments, lending, insurance or tokenized financial products, the framework points to where approvals and compliance obligations are likely to sit.

It also matters for the broader digital-asset industry because asset tokenization has been explicitly placed inside the country’s financial regulatory architecture. That does not by itself establish a full crypto market framework, but it suggests tokenized assets may be developed first through regulated financial channels tied to licensing, identity infrastructure and supervisory controls.
