Uzbekistan Starts HUMO Stablecoin Payments Pilot

- The key issue is whether the pilot remains a controlled test or moves toward broader legal payment use. The current announcement centers on testing issuance, circulation, redemption, and merchant acceptance rather than confirming a nationwide rollout.
- Market participants should also watch how reserve management and redemption work in practice. A stablecoin backed by government securities and pegged 1:1 to the Uzbek som will depend on credible settlement, custody, and conversion arrangements between banking rails and blockchain infrastructure.
- The involvement of regulated local entities gives the project policy weight, but merchant activity and operational execution will matter more than the announcement itself over the pilot’s planned multi-year duration.
Uzbekistan has launched a pilot project for the HUMO stablecoin to be used in payments for goods and services, with the initiative being carried out by the National Agency for Project Management in collaboration with the Central Bank.
According to the project announcement, HUMO will be pegged to the Uzbek som at a 1:1 ratio and backed by government securities. The pilot is designed to test the mechanisms for issuance, circulation, and redemption of the token, while also examining how it can be used to pay for goods and services.
The National Agency for Project Management, or NAPM, is implementing the project together with the Central Bank. Humo Digital is registered as a participant in the Special Legal Regime governing stablecoin circulation, while Asterium is listed as the project partner and holds licenses for a crypto depository, crypto exchange, and crypto store.
Within the pilot, Uzbekistan plans to issue HUMO, integrate banking and blockchain infrastructure, and test the token’s use as an official means of payment inside the project framework. More than 20 entrepreneurs and merchants are ready to join, and the pilot is expected to run for up to three years.
The stated objective is to evaluate stablecoins as a new payment instrument that could speed up transactions and improve transaction transparency. The announcement did not provide further details on issuance timing, transaction limits, reserve operations, or how redemption will function for users and merchants.
Why It Matters
The pilot puts Uzbekistan into a closely watched area of crypto policy: government-linked stablecoin experimentation tied to domestic payments. Unlike offshore dollar tokens mainly used for trading and transfers, HUMO is being tested as a local-currency payment rail under direct regulatory oversight and with central bank involvement.
That makes the project relevant beyond its local scale. If the pilot establishes workable rules for issuance, reserves, merchant acceptance, and bank-blockchain integration, it could offer a model for how regulated stablecoins are used in everyday payments rather than remaining limited to crypto-native activity.
