Ripple National Trust Bank: Who Really Gains From OCC Approval

By: WEEX|10/29/2026 02:50:24

The Office of the Comptroller of the Currency gave final approval to Ripple National Trust Bank on October 26, 2026, letting Ripple custody digital assets and manage the reserves behind its RLUSD stablecoin under federal supervision. The bank cannot take deposits or make loans, and the charter gives XRP no defined role.

That last point is where most of the excitement runs ahead of the facts. The clearest winners are RLUSD holders and Ripple's institutional partners. XRP holders benefit only indirectly, and this year's numbers show the gap: RLUSD supply rose about 86% to roughly $2.57 billion since January, while XRP fell about 37%, from $2.08 to around $1.31.

Below is what the Ripple national trust bank charter permits, who gains first, why the approval does little for XRP today, and the specific signals that could change that. XRP traded at $1.32 on WEEX as of 02:30 UTC on October 29, 2026.

Ripple National Trust Bank: Who Really Gains From OCC Approval
Ripple's national trust bank serves RLUSD holders and institutions first, while XRP holders benefit only indirectly.

What Does Ripple's National Trust Bank Charter Allow?

A national trust charter is narrower than a full banking license. For Ripple National Trust Bank, the scope breaks down like this:

  • Allowed: fiduciary custody of digital assets for enterprises, managing the dollar deposits, US Treasuries and cash equivalents that back RLUSD, and acting as trustee for those reserves on behalf of token holders.
  • Not allowed: taking ordinary deposits or making commercial loans.
  • Unchanged: RLUSD is still issued by Standard Custody & Trust Company, which is regulated by New York's Department of Financial Services. The new bank manages and safeguards reserves; it does not take over issuance.

The approval caps a 10-month process. On December 12, 2025, the OCC gave conditional approval to five crypto firms: Ripple, Circle, BitGo, Fidelity Digital Assets and Paxos. Circle received final approval for its national trust bank on July 10, 2026, which makes Ripple the second of that group to cross the line. A trust charter also exempts the holder from most state money-transmission rules, which simplifies Ripple's US footprint considerably.

Who Gains First From the Ripple National Trust Bank?

Ranked by how directly each group benefits:

  1. RLUSD holders. Their reserves now sit with a federally supervised trustee. That is the core of the charter, and CEO Brad Garlinghouse tied the approval explicitly to strengthening RLUSD. It is not FDIC insurance, and it does not guarantee holders against loss, but it raises the supervision standard over the reserve pool.
  2. Institutional partners. BNY is RLUSD's primary reserve custodian and, under a partnership announced October 27, plans to let clients mint and redeem RLUSD directly and to expand support for tokenized assets on the XRP Ledger. Robinhood made RLUSD live on Robinhood Chain and Bitstamp the same day, with the Robinhood app to follow later this year; WEEX's breakdown of what the Robinhood RLUSD partnership means for XRP covers that rollout in detail. Cross River Bank agreed in early October to integrate RLUSD in certain states.
  3. Ripple the company. A federal charter sits on top of the 2025 acquisitions of Hidden Road (prime brokerage), Rail (stablecoin payments) and GTreasury (treasury software), giving Ripple a regulated custody and reserve layer underneath its institutional stack.
  4. XRP holders. Last, and only indirectly, for the reasons below.

Why the Charter Does Little for XRP Today

The mechanics are simple. Of RLUSD's roughly $2.57 billion supply, about 61% lives on Ethereum and 39% on the XRP Ledger, according to DefiLlama data. Transfers on Ethereum pay fees in ETH, so that majority of RLUSD activity burns no XRP at all. On the XRP Ledger, transaction fees are a tiny fraction of a cent, far too small to dent a supply of nearly 100 billion XRP.

So a bigger, better-supervised RLUSD does not automatically translate into XRP demand. That is the most common misreading of this news, and the price action reflects it. XRP sits about 64% below its July 2025 peak of $3.65, even as the stablecoin side of Ripple's business has nearly doubled this year.

There is one supportive data point. Wallets holding at least 10 million XRP controlled about 46.87 billion tokens, roughly 68.5% of supply, the highest share for that group since November 2022, per on-chain figures cited by Coinpedia on October 27. Large holders are accumulating, but accumulation is a positioning signal, not a revenue link to the charter.

Where XRP Could Still Capture Value

None of the following is promised, but each would strengthen the link between Ripple's bank and the token:

  • RLUSD shifting toward the XRP Ledger. If the XRPL share of issuance climbs meaningfully above 39%, more stablecoin flow would settle on XRP's native chain.
  • Institutional XRP custody. If Ripple National Trust Bank's custody arm starts holding XRP for institutions, the charter would touch the token directly.
  • BNY's tokenization push. BNY plans to support more tokenized assets and investment products on the XRP Ledger and to explore tokenized trade finance with Ripple. Real issuance there would add usage the ledger currently lacks.
  • Robinhood settlement. Robinhood can use RLUSD on the XRP Ledger for institutional settlement, a second potential source of XRPL volume.

The practical way to judge the thesis is to check the RLUSD chain split each quarter. If the XRPL share stays near 39% a year from now, the charter will have been a stablecoin story, not an XRP story.

XRP Price Levels to Watch After the Approval

WEEX data as of 02:30 UTC on October 29, 2026:

  • Price: $1.32, with a 24-hour range of $1.30 to $1.34
  • 24-hour volume: $2.07 billion
  • Market cap: $83.95 billion

Analyst levels cited on October 27 put immediate support at $1.30 and key support at $1.20, with $1.42 as the first upside target and $1.50 as the level a recovery would need to reclaim. Macro is the bigger headwind: the Federal Reserve held rates on October 28, and futures markets priced roughly an 86% chance of a December hike, per CME FedWatch data reported that day. Tighter money has weighed on every large-cap token this autumn, XRP included.

Also watch for a sell-the-news reaction. The approval landed the same week as Ripple's Swell conference in New York (October 27 to 29), a window that has historically concentrated headlines. WEEX's XRP price prediction page lays out longer-range scenarios.

The Ripple national trust bank approval is a genuine milestone for regulated crypto infrastructure, and a strong one for RLUSD. For XRP, it opens doors rather than walking through them. Anyone building a position can follow WEEX's guide on how to buy XRP, but size it on what the ledger actually captures, not on the charter headline.

FAQ

1. Is Ripple now a bank?

Ripple has a federally chartered national trust bank, which is a narrower entity than a commercial bank. Ripple National Trust Bank can provide custody and manage RLUSD reserves, but it cannot accept ordinary deposits or make loans.

2. Is RLUSD insured by the FDIC?

No. The charter puts RLUSD's reserves under a federally supervised trustee, but that is not deposit insurance, and it does not guarantee holders against loss. RLUSD is still issued by NYDFS-regulated Standard Custody & Trust Company.

3. Does the OCC approval make XRP more valuable?

Not directly. The charter assigns XRP no role, and most RLUSD activity runs on Ethereum. XRP would benefit if RLUSD issuance moves toward the XRP Ledger or if the bank begins custodying XRP for institutions.

4. Which other crypto firms have national trust charters?

Anchorage Digital held one before this wave. Circle received final approval on July 10, 2026. BitGo, Fidelity Digital Assets and Paxos received conditional approval alongside Ripple in December 2025.
