Russia Rejects Black Sea Ceasefire Proposal, Wheat Futures Rise 3%
Ukraine proposed to Russia to cease attacks on civilian vessels and port infrastructure in the Black Sea, but Russia rejected the offer. This has led to military tensions along the Black Sea route affecting grain logistics and international wheat prices. Following Ukraine's attack on August 12, operations at two major grain terminals in Novorossiysk, Russia, were halted. On August 12, Chicago wheat futures rose by about 3%, while European wheat futures also rebounded, with December contracts recorded at €232.50 per ton and September contracts at €220.75 per ton. The Ukrainian Ministry of Agriculture reported that grain shipments via the Black Sea in the first two weeks of August decreased by 76% compared to the same period last year. The Black Sea Grain Agreement was signed in 2022 with mediation from Turkey and the United Nations, but it was effectively suspended when Russia refused to extend it in 2023. The Turkish Foreign Minister proposed a moratorium on military actions in the Black Sea, but the response from the grain market has been mixed. The risks of maritime attacks, alternative logistics costs, and regional demand are influencing prices, and issues with Black Sea logistics could impact inflation expectations and risk asset sentiment.
