Deputy Daniel Almeida proposes use of blockchain for tracking bets with Pix
Federal Deputy Daniel Almeida (PCdoB/BA) presented a substitute in the Consumer Defense Commission for the bill proposing the adoption of blockchain technology to track bets by CPF when payment is made via Pix. The project, PL 3523/2025, authored by Deputy Amom Mandel (Cidadania/AM), establishes the requirement for CPF registration per bet, automatic payment via Pix, and public registration on the blockchain, in addition to prohibiting a minimum bet amount on electronic platforms. Almeida argues that restricting the use to a public blockchain compromises the necessary technological neutrality, following an amendment by Deputy Julia Zanatta (PL-SC) in 2025. The substitute is now awaiting approval in the commission and, if approved, will proceed to the Finance and Taxation, Constitution and Justice, and Citizenship commissions before being voted on in the Chamber. If the project is sanctioned, bets in Brazil will only be made with payment via Pix linked to a CPF, and betting houses will not be able to require a minimum bet. Additionally, platforms will need to identify money from illicit sources and inform authorities about suspicious amounts. The blockchain will be used to ensure the immutability of data and prevent alterations in bets.
