New Taxi Regulations in Ukraine: Legalization of Drivers and Digitalization of Processes
More than 95% of the taxi market in Ukraine operates in the shadows, leading to lost tax revenues and unequal conditions for participants. The Ministry of Restoration, Infrastructure, and Transport is preparing legislative changes to define the rules for digital platforms, simplify the legalization of drivers, and tighten safety requirements for transportation. The new regulatory model will include defining the legal status of digital platforms, simplifying the legal operation of drivers, establishing uniform rules for all participants, tightening safety requirements, implementing passenger insurance requirements, and increasing market transparency. The Ministry is looking to approaches used in most EU countries, where digital platforms operate as technology services and transportation is carried out by licensed carriers. First Deputy Minister Serhiy Derkach noted that the new regulation should ensure transparent rules for business, the development of digital services, competition, and passenger protection. The Ministry has developed a concept for taxi market reform that envisions the legalization of most drivers and the digitalization of processes.
