Number of Ukrainian Refugees in the EU Exceeds 4.3 Million
As of May 31, 2026, the number of Ukrainian refugees in the European Union with temporary protection status reached 4.38 million, an increase of 7,795 people over the month, or 0.2%. The largest increase was recorded in Italy — by 6,250 people (+15.3%), followed by Germany — by 3,610 (+0.3%) and Spain — by 2,295 (+0.9%). In four countries, the number of refugees decreased, with the largest decline occurring in Bulgaria — by 12,345 people (-14.8%). The main countries hosting Ukrainians with temporary protection are Germany (1,283,270 people; 29.3%), Poland (967,505 people; 22.1%), and Spain (267,400 people; 6.1%). Ukrainian citizens make up over 98.5% of the total number of recipients of temporary protection in the EU. The European Commission proposes to extend temporary protection for Ukrainian refugees until March 2028, excluding men of conscription age. It is estimated that after the war ends, only one-third of the refugees will return to Ukraine.
