Ukrainian Companies' Tax Debt Reaches 263.32 Billion UAH
As of July 1, 2026, 218,731 Ukrainian companies have tax debts totaling 263.32 billion UAH, which is 2.5 times more than at the beginning of the full-scale invasion. On average, each debtor company owes about 1.2 million UAH in unpaid tax obligations. In the first half of 2026, the number of companies with tax debts increased by 3%, while the total amount rose by 4%. In 2025, the number of debtors grew by 4%, and the debt amount increased by 1.6 times. The highest number of non-payers is concentrated in Kyiv, with 58,056 companies, accounting for 27% of the total in Ukraine. Dnipropetrovsk region ranks second with 17,042 companies and a debt of 23.37 billion UAH, while Kharkiv region is third with 15,202 companies and a debt of 10.56 billion UAH. The average debt of large taxpayers in the Eastern Interregional Directorate is 561.22 million UAH per company. Since the beginning of the war, the State Tax Service has closed part of the data on specific debtor companies.
